Accountability: To provide rigorous evidence on the relevance, effectiveness and efficiency of birth registration in Ghana to both government and donors (vertical accountability) and the population groups affected by birth registration processes (horizontal accountability). •Scalability: This evaluation aims to strengthen our knowledge and evidence-base, enabling the scale-up of tested approaches and solutions to enhance birth registration in Ghana. By doing so, we can extend their reach and impact. Additionally, this evaluation will provide evidence to advocate for changes or adjustments in policies and practices within the ecosystem, grounded in empirical data. •Learning: This evaluation is expected to inform advocacy for any further shifts in birth registration in Ghana, in collaboration with the government which will be actively engaged in this evaluation. This will especially hold true for the current regional and district-level inequities in birth registration, with specific and customized strategies identified to address them where relevant. This learning will be used for high-level advocacy within the Government of Ghana to address this key priority for UNICEF in Ghana.
