Monitoring and community feedback mechanisms contributes to positioning and advancing the evidence-building agenda across WFP for programme design and implementation, operational adjustments, accountability to affected populations, as well as for advocacy, reporting and resource mobilization. WFP’s monitoring function is led by the Programme Monitoring & Reporting Service (APP-M) based at its headquarters in Rome, Italy. Within APP-M, the Field Monitoring Unit (APP-MF) is responsible for providing country offices with robust monitoring guidance, standardized tools and systems, and for monitoring oversight and support. Third‑party monitoring (TPM) refers to the use of independent organizations to collect and verify monitoring data on WFP’s programmes. This approach strengthens accountability, transparency, and assurance in contexts where WFP staff cannot directly monitor due to access, or resource constraints. Outsourced monitoring augments the frequency and coverage for food security and nutrition and programme monitoring, and forms part of a multi-layered monitoring approach. TPM helps ensure that WFP resources are reaching the intended beneficiaries, and that programme outputs, outcomes and processes are reliable and credible, reducing risks of diversion, fraud or inefficiency. Third-party monitoring complements WFP’s direct monitoring, extending coverage into hard-to-access areas, ensuring that monitoring remains consistent even during periods of high operational demand. WFP seeks to establish global Long-Term Agreement (LTA) with International Non-Government Organizations (NGOs), National NGOs, Community Based Organizations, academic partners, or research firms, (hereafter referred to as ‘entities’) that provide monitoring services, in particular, in the country offices where WFP operates (Annex I). WFP invites eligible suppliers to express their interest in providing the requested Third-party Monitoring Services.
