REQUEST FOR EXPRESSION OF INTEREST for the supply of MRE (Meals Ready to Eat) for the WFP Staff in Ukraine

Who We Are The United Nations World Food Programme (hereinafter referred to as the “WFP”), with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy, is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor. The WFP Ukraine Country office is seeking for local suppliers who can  to provide Meals Ready to Eat (MREs) for use by WFP Staff operating in Ukraine.   Who Can Apply (Minimum requirements) Suppliers responding to this Expression of Interest must meet the following minimum requirements: Legal and Regulatory Requirements: Hold a valid Food Manufacturing/Trading license, issued by a competent authority. Provide all required food safety and regulatory documents relevant to food ration supply. Delivery Capacity: Be able to deliver goods to Kyiv, Dnipro, and Odessa, or other locations in Ukraine as agreed with WFP.  Product Requirements – 24 Hour MRE Ration Packs Each MRE ration pack must meet the following general requirements: provide a minimum of 3,000 kilocalories (Kcal) per pack. Be Suitable for 24 hours of consumption in emergency or field conditions. Have a minimum shelf life 24 months from the date of delivery. The expected expiry date must be no earlier than 01 December 2028 (a difference of up to two weeks is acceptable). Composition Requirements Include three ready-to-eat meals and a variety of high energy snacks. Canned products are not permitted. the meals and snacks, 24 hour ration packs should include: 4 x sugar, 4 x beverage whiteners, 2 x coffee, 2 x teabags, tomato sauce, 6 x pieces of chewing gum, a Eating utensils (e.g..spork), matches, tissues and 2 x alcohol free antibacterial wipes, necessary sundries such as water purification tablets, windproof matches, and a nifty utility bag that you can take anywhere on the go. Labelling All Individual food items must be labelled in English. Labels must include calorie and dietary information. The purpose of this EOI The purpose of this Expression of Interest is to identify suppliers that have the technical and financial capacity to Supply of MRE to WFP in in Ukraine. This EOI is not a tender. Suppliers who meet the requirements may be shortlisted and invited to participate in future formal solicitation process. Instructions for Submission to EOI Interested suppliers must submit the following documents: Table 1. Supplier Registration Form (signed and stamped by an authorized company representative) Table 2 Declaration of Honour; Table 3. AFAC clause; Table 4. Initial Paper Assessment (IPA) for Food Producers and Traders Extract from the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations Tax registration certificate Bank letter with bank details Food Manufacturing/Trading license & approving authority Other relevant documents for Food rations All documentation listed above must be submitted in English or Ukrainian, if PDF format, and emailed to: [email protected] . Upon closure of the submission period, WFP will evaluate all responses received and notify suppliers regarding the outcome of the evaluation process. Evaluation and Important Information Incomplete or unsigned submissions will not be considered. All submissions and supporting documentation will be treated as strictly confidential and will not be disclosed publicly. WFP reserves the right to modify or cancel this procurement process at any stage. Any changes will be communicated to all participants accordingly. Only shortlisted suppliers will be contacted.
