Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO Global STREAM Programme seeks an External Collaborator to undertake a regional assignment reviewing and benchmarking unilateral social protection measures applicable to migrant workers in Bangladesh, India, Nepal and Sri Lanka, with a focus on the South Asia–GCC migration corridor. The consultancy will compare unilateral measures across countries of origin using a common analytical framework, documenting legal bases, institutional arrangements, eligibility conditions, benefit packages, financing arrangements, governance structures, and administrative and claims procedures. The work will also include an in-depth thematic benchmarking of selected unilateral measures related to work-related injury, disability and death compensation, health protection, against relevant international labour and social security standards, good practices from other labour-sending countries, and protection provisions, gaps and ongoing reform processes in GCC destination countries. The consultancy will develop forward-looking reform pathways and practical policy options to strengthen, internally rationalise and reposition unilateral measures, clarifying their role vis-à-vis destination-country entitlements, and identifying practical entry points for enhanced coordination with destination-country systems.
