Objectives and Purpose The overall objective of the assessment is: 1. To assess effectiveness of the SBCC package in changing selected health related beahviours among preschool children of 3 to 5 years and their caregivers. 2. To assess usage and feasibility of SBCC package across relevant target audiences 3. Provide data that can be used by policymakers to gain insight into the status of implementation of the SBCC package in Preschools for future policy and program development and implementation. Specific Objectives of the proposed consultancy: 1. To develop the proposal for the study with appropriate methodology and sampling, representing districts of urban, rural, estate sectors of selected 4 provinces, and the preschools where baseline SUNRISE research was conducted. 2. To obtain necessary ethical from ethics review committee and administrative clearance from Ministry of Local Authorities & Provincial Government, Ministry of Women & Child Affairs and Ministry of Education. 3. To compile data collection tools. 4. To train the data collectors and conduct the assessment using the data collection tools. 5. To analyze data, writing report and manuscript with guidance from HPB. 6. To provide recommendations as a Fact Sheet for policy and program development at national level. Throughout the process, the contracted consultant will work closely with the Strategic Information, Monitoring & Evaluation Unit of Health Promotion Bureau, UNICEF and other mentioned partner Ministries for relevant technical information at each level.
