Bosnia and Herzegovina's (BiH) post-pandemic development is set to focus on green and digital transformations, aligning with European Union (EU) trends and international commitments. This shift promises new growth and employment opportunities, particularly in green and digital value chains. However, it also poses challenges for workers in traditional "brown" value chains, those vulnerable to digital automation, and individuals already facing compound barriers in access to the labour market. These groups risk further marginalisation due to a lack of necessary skills and experience. To support inclusive employment and facilitate access to the labour market in support of green and digital transitions, the ILO started implementing the EU-funded “EU4Employment – Harnessing the Green and Digital Transitions” project (“EU4Jobs of the Future” or ““EUzaPosloveBudućnosti”) in November 2024. The 48-month project, with a budget of EUR 5.5 million, aims to foster employment and access to the labour market, supporting a resilient, regenerative, and circular economy in BiH. It targets individuals facing multiple labour market challenges, particularly those with limited access to new economic opportunities. These groups include young people, women, Roma, persons with disabilities, victims of domestic violence, the long-term unemployed, low-skilled workers, and those in oversaturated vocations. As per ILO Guidance Note 1.3 on Evaluability, projects with budgets over US$5 million must undergo a mandatory evaluability review (ER). The ER will determine the extent to which the EuzaPosloveBuducnosti project is ready for a useful evaluation and identifies any changes required to improve the M&E components for enhanced performance, learning and evaluability at the mid-term and final stages of the project.
