Objective: The primary objective of this consultancy is to provide technical expertise to the development of a social security reform strategic vision for Jordan, which will incorporate key reform priorities and proposals into a structured framework, and a set of concrete proposals to be considered at the relevant legislative and policy making levels. In pursuit of this overarching vision on a reformed social security package, the exercise will support ILO, SSC and national partners in consolidating social security reforms priorities, documenting accumulated learnings on strategic reforms areas, mapping of reforms options and exploring alternative reforms scenarios and strategies aimed at enhancing the adaptability and effectiveness of Jordan's social security system in the context of the broader social protection system. All in all the reformed social security package will balance objectives of enhancing comprehensiveness and adequacy of benefits, providing incentives for extension of coverage and formalization especially for women and facilitating labour mobility, addressing sustainability concerns in the long term, and affordability barriers in the short term, and promoting stronger integration of contributory and non-contributory elements of the social protection system, in line with international social security system. Subsequent to a draft produced at the end of 2024, this second phase of work entails the full development of the technical content of social security reform proposals included in the reforms matrix, such as in the areas of maternity insurance, unemployment insurance, family benefits, multi-tiered pension design, etc. 2. Scope of Work:   Provide technical expertise on social protection initiatives: assess status of each branch of protections, and provide analysis and recommendation on way forward, given stated objectives, citing other country examples, and identifying strengths, weaknesses, gaps, and areas for improvement. This analysis will serve to refine the current draft and discuss merits versus alternative proposals.   Provide in-depth analysis on specific interventions: based on consultations and assessment of short-term priorities, undertake deep-dive analysis to present options and costings for specific white paper recommendations such as pension care credits, extension of unemployment insurance or maternity insurance.   Provide written input to the drafting process and prepare final document: provide written input to consultations on strategic draft and ensure structure process of tabling suggestions for inclusion, suggestions for further discussions and suggestions requiring analysis. The consultant will advance the discussions, evaluating new suggestions and ensuring convergence to a final draft.   Provide inputs to Stakeholder Consultations: The expert will primarily focus on stakeholder consultations with the Social Security Corporation (SSC) and other pertinent stakeholders to drive visioning exercises aimed at further developing policy options and system-wide recommendations. By supporting ILO’s facilitation of workshops with SSC officials, government agencies, and key partners, and discussions tailored to the SSC's needs, the expert will support the creation of a collaborative environment conducive to generating innovative policy solutions and consensus-building within the SSC framework.   Reform Priorities Identification: Based on the stakeholder consultations, identify key reform priorities and proposals that address the most pressing challenges facing Jordan's social security system. Prioritize reforms based on their potential impact, feasibility, and alignment with national development objectives.   Visioning Presentation and Document: Prepare a visioning presentation and document that articulates the proposed reform priorities in a clear and concise manner. The document should outline the rationale for each reform proposal, its expected outcomes, implementation timeline, and resource requirements.   Detailed Reforms Matrix: Develop a detailed reforms matrix that provides a systematic overview of the proposed reforms, including specific policy measures, responsible entities, implementation timelines, and performance indicators. The matrix should serve as a comprehensive reference guide for policymakers and stakeholders involved in the reform process. A quantitative analyst will be contracted in parallel to support the policy analyst with analytical support on welfare and financing analyses, modelling costings and quantitative micro-actuarial simulations, and on the tools that ILO has already developed to this effect.
