Background The International Labour Organization (ILO) is implementing the project ‘Building Responsible Value Chains in Asia through the Promotion of Decent Work in Business Operations (Phase II)’ in Lao PDR. The project supports enterprises and tripartite constituents in promoting responsible business conduct (RBC), including human rights due diligence (HRDD), in line with the principles of the Tripartite Declaration of Principles on Multinational Enterprises and Social Policy (MNE Declaration). As part of the project’s implementation, five enterprise case studies are being documented to illustrate how enterprises in Lao PDR translate the principles of the MNE Declaration into practice. These case studies will be compiled into a booklet (maximum 38 pages including cover pages and approximately 10,000 words maximum), which will serve as an advocacy and knowledge-sharing tool for government institutions, employers’ and workers’ organizations, enterprises and other stakeholders. In parallel, the ILO will organize the following events in March 2026: • 11 March 2026 – PAC Meeting and Project Closing (half-day) • 12 March 2026 – Knowledge-sharing session with academia (full-day) • 13 March 2026 – Launch event of the Good Practices Booklet (half-day) To ensure high-quality publication design and professional documentation of these events, the ILO seeks to engage a qualified media firm to provide graphic design and layout services for the booklet, as well as photography and videography services during the above events. Objectives The objectives of this assignment are to: Design and format the final booklet of both English and Lao version in compliance with ILO branding standards and publication guidelines. Produce print-ready and web-ready versions of the booklet. Provide professional photography services during three project events. Produce one (1) short video (approximately 90 seconds) documenting the events for reporting and visibility purposes using footages from the three events and previous footages. Scope of Work The ILO will provide the consultant with the final approved manuscript of the booklet in Microsoft Word format, which will consist of approximately 38 pages including cover pages, together with relevant branding template and guidelines in accordance with the ILO Brand Hub. All outputs produced under this assignment shall be subject to review and written approval by the ILO prior to final acceptance. The firm shall provide all necessary personnel, equipment, software and logistical arrangements required to carry out the assignment and shall ensure availability of qualified team members during the specified time period. All intellectual property, rights, including design files, photographs, and video footage, shall be transferred to the ILO. Specifically, the selected firm will be responsible for two primary tasks: Booklet Design: Format and layout the finalized 38-page text (both English and Lao version) into a highly visual, print-ready, and digital booklet using dedicated software such as Adobe InDesign or other software as appropriate. The design must strictly adhere to the ILO relevant branding standards and publication guidelines (access to resources will be provided). The final output shall include: Print-ready PDF (high-resolution) Web-optimized PDF (suitable for online dissemination) Packaged Adobe InDesign source files with all linked assets Event Photography and Videography: Provide professional photography and videography services during the project’s events scheduled for 11 March 2026 (half-day), 12 March 2026 (full-day), and 13 March 2026 (half-day). The final outputs shall: Capture key moments including opening remarks, speakers, group photos, panel discussions, and audience engagement Ensure professional composition, lighting and sound quality A minimum of fifty (50) professionally edited high-resolution photographs per event shall be submitted. One short project highlight videos approximately ninety (90) seconds, for the three events and including previous footage shall be submitted and included project titles, ILO branding as per the ILO Brand Hub. Deliverables and provisional timeline Expected total number of days are 12 days during 3 March 2026 to 23 March 2026. The days allocated to deliverables, and schedule are indicative and can be adjusted in consultation with the ILO. Deliverable 1: Designed Booklet (LOE* 8 days) Submission of the finalized 38-page booklets (one for English, and one for Lao) in both interactive PDF (for web) and high-resolution print-ready PDF formats, along with the packaged Adobe InDesign source files. The deliverables will be considered final and accepted only upon written approval by the ILO. Draft English version 1st draft - submission by 6 March 2026 Draft English version 2nd draft - submission by 12 March 2026 Finalized English version - submission by 16 March 2026 Draft Lao version 1st Draft - submission by 16 March 2026 Finalized Lao version - submission by 20 March 2026 Deliverable 2: Event photography (LOE* 2 days) Submission of a curated gallery of high-resolution, edited photos from the three workshop days (50 photos per event). The deliverables will be considered final and accepted only upon written approval by the ILO - submission by 13 March 2026 Deliverable 3: Event videography (LOE* 2 days) Submission of edited short highlight videos approximately ninety (90) seconds comprising of footage from the three events and selected ILO footage from previous activities. The video shall include ILO branding and will be considered final and accepted only upon written approval by the ILO - submission by 20 March 2026 *The time inputs (quantity) are indicative. Applicants are required to propose specific time inputs based on their capacity and resources. Qualifications The firm should demonstrate competence, expertise, and track record for conducting assignments of similar nature in Lao PDR. The following criteria shall apply in shortlisting the qualified firms: Registered firm or agency with proven expertise in graphic design, typesetting, and multimedia production in Lao PDR Demonstrated experience in providing photography and videography service for events. Experience working with international organizations, development partners or UN agencies will be strongly preferred.
