Scope of Work The selected consulting firm will undertake a comprehensive market scoping study to assess the sustainable and nature-based tourism MSME ecosystem in Uganda. The assignment will involve mapping and profiling tourism-related MSMEs across the value chain, analysing their financing needs, business development service (BDS) requirements, and levels of digital adoption. The firm will conduct both demand-side and supply-side assessments to identify market opportunities, constraints, emerging trends, and gaps affecting the growth and competitiveness of tourism MSMEs. This will include evaluating the accessibility and suitability of financial products and services, reviewing the effectiveness of business development support providers, assessing digitalization service providers and solutions, and identifying barriers that hinder enterprise growth, financial inclusion, and technology adoption. The study will further map key ecosystem stakeholders, including financial institutions, government agencies, development partners, business support organizations, industry associations, and digital service providers. Through field research, stakeholder consultations, key informant interviews, focus group discussions, and data analysis, the consultant will generate evidence-based insights and practical recommendations to strengthen access to finance, enhance business development support, accelerate digital transformation, and promote sustainable tourism enterprise growth.
