Pacific Small Island Developing States (SIDS) face persistent structural challenges that affect access to affordable and nutritious diets, including high dependence on imported foods, limited domestic production capacity, and vulnerability to external shocks and climate-related disruptions. These factors contribute to high and volatile food prices, making it increasingly difficult for households, particularly low-income groups, to afford healthy diets. Despite these challenges, most Pacific SIDS lack systematic mechanisms to monitor both the Cost of a Healthy Diet (CoHD) and its affordability, limiting the availability of robust, policy-relevant evidence to inform decision-making on food security and nutrition. To address this gap, the Food and Agriculture Organization of the United Nations (FAO), through its Statistics Division (ESS), is implementing an initiative aimed at establishing and institutionalizing national systems for the computation and dissemination of indicators on the Cost and Affordability of a Healthy Diet (CoAHD) across selected Pacific SIDS. This initiative builds on globally recognized methodologies and aligns with FAO’s strategic objective of promoting healthy diets for all, as well as with Sustainable Development Goal 2 (Zero Hunger). The implementation approach focuses on strengthening national capacity to use existing data systems particularly food price data, food-based dietary guidelines, and household income or expenditure data to compute CoAHD indicators in a consistent and sustainable manner. In this context, FAO, in collaboration with national governments and relevant stakeholders, has initiated a series of technical consultations and preparatory activities to assess data availability, identify capacity gaps, and define country-specific implementation pathways. Building on these efforts, the initiative aims to support participating countries in generating regular, reliable, and policy-relevant evidence on the cost and affordability of healthy diets. The resulting indicators will provide critical insights into the economic access of different population groups to nutritious diets and will support the design of targeted interventions in areas such as agriculture, food systems, social protection, and public health. The engagement of the Service Provider is central to ensuring effective implementation of technical activities, coordination across countries, and delivery of capacity-building support. Through its technical expertise and regional presence, the Service Provider will contribute to facilitating knowledge sharing, promoting methodological consistency, and supporting the integration of CoAHD monitoring within national statistical systems. Within this framework, FAO seeks to engage the Service Provider to support the implementation of technical, analytical, and capacity development activities required for the establishment of functional and institutionalised CoAHD monitoring systems in participating countries. The Service Provider is expected to operate within this context, ensuring that all activities are aligned with FAO methodologies, responsive to country-specific conditions, and contribute to strengthening national ownership and long-term sustainability of CoAHD monitoring systems.
