The Improving Local Development to Increase the Resilience of Host Communities and Refugees in North Jordan (LED) Programme is funded by the European Union (EU) and implemented by the United Nations Development Programme (UNDP) in the governorates of Irbid and Ajloun. The Programme addresses critical gaps in local development financing that have historically constrained the implementation of national and subnational development plans, local economic strategies, and priority investment initiatives at the municipal level. The LED Programme seeks to stimulate local economic growth through a combination of Capital Investment Projects (CIPs), targeted support to micro, small, and medium enterprises (MSMEs), and the promotion of public–private partnerships. A strong emphasis is placed on social inclusion, ensuring that both host communities and refugees benefit equitably from economic opportunities. By prioritizing labour-intensive sectors—most notably agriculture and tourism, the Programme aims to generate employment, enhance income opportunities, strengthen social cohesion, and build economic resilience in high-population governorates facing persistent unemployment and structural economic challenges. The proposed interventions constitute an integrated portfolio of projects designed to enhance the arrival experience, improve the quality of public realm, and reinforce the cultural identity of Umm Qais and its surrounding areas. Collectively, these interventions aim to strengthen visual, spatial, and functional connectivity between the touristic track, the archaeological site, and the adjacent urban fabric, while fully respecting the historical, environmental, and social context of the area.
