ESCAP intends to engage consultancy services from a vendor to support implementation of the ASEAN Regional Investment Promotion Action Plan (RIPAP) and boost institutional capacity and project offerings of investment promotion agencies to attract investment in green transition sectors. The project aims to strengthen both national and regional approaches to investment promotion and attraction while developing concrete investment opportunities aligned with sustainable development objectives. Timeline: The project is anticipated to start from 15 March 2025 to 1 September 2025 (tentatively). Scopes of Services: The vendor is required to review all relevant policies and background information, particularly those related to the ASEAN Regional Investment Promotion Action Plan, including engaging with ESCAP and working closely with ESCAP programme team to ensure alignement on the delivery of the key deliverables. Furthermore, the vendor will be expected to engage with relevant stakeholders, including financial institutions, corporate investors, renewable energy sector experts, project developers, government officials, and investment promotion agencies. The vendor is also required to conduct in-depth research in order to develop the ASEAN RIPAP Sector and Action plan as well as the Investment-Ready Project documentation. The vendor will be required to work closely with ESCAP's Trade, Investment, and Innovation Division (TIDD) to ensure successful completion of all deliverables listed below: (1) The 6th ASEAN RIPAP Sector and Action Plan: (1.1) Value chain mapping and analysis of up to 3 green transition sectors to be added to RIPAP in which every AMS has the potential to attract investment (1.2) Development of action plan for one of the analyzed sectors (2)Investment-Ready Project Development: (2.1) Development of documentation and simplified pitch deck for one investment-ready project in the renewable energy sector in the Philippines (2.2) Delivery of a 2-day capacity building workshop with the Filipino Board of Investment on developing additional investable project opportunities and investment attraction in green transition sectors. The vendor is required to facilitate the capacity building workshop as well as develop the content and training materials. ESCAP will support with the logistics of the workshop (travel of 1 facilitator, venue, participant invitations and participant travel).
