Context of the Requirement Hiring of a service provider for conducting the Citizens’ Perception Survey Duty Station / Place of work The Service Provider may operate from any location, provided that a secure call center or a well-managed remote work arrangement is in place, supported by robust quality assurance and monitoring mechanisms Project Flood Reconstruction and Coordination Programme (KfW) Period of assignment/ services 65 days over a period of 03 and a half months Due Date 15th Oct, 2025 to 30th Jan 2026 Background The UNDP Flood Recovery Programme (FRP) provides emergency recovery assistance and fosters resilience among flood-affected communities, particularly targeting the most vulnerable populations impacted by the 2022 floods in Pakistan. The overarching objective of the programme is to transition from relief and expedite resilient and sustainable recovery in the flood affected areas in an integrated manner. The programme is based on four major pillars designed to restore housing and community infrastructure, livelihoods, government services, while also building disaster resilience and ensuring environmental protection. Each pillar aims to kickstart the recovery process by meeting the most critical recovery needs and lay the foundation for longer-term resilient development.   Between June and August 2022, torrential rains and a combination of riverine, urban, and flash flooding led to an unprecedented and devastating disaster in Pakistan that led to a huge humanitarian crisis and set back Pakistan’s development trajectory considerably. With support from the Government of German through KfW Development Bank (KfW), the FRP launched the Flood Reconstruction and Coordination Programme (FRCP) which aims to deliver results in the three major components, (1) improved transparency and accountability of the financial resources being allocated for flood recovery through enhanced Monitoring & Evaluation (M&E) systems; (2) improved governance mechanisms and capacities for resilient flood recovery; and (3) enhanced recovery support through reconstruction of houses and rehabilitation of community physical infrastructure in Quetta district. One of the activities under Outcome 1 is to undertake Citizen Perception Survey and analyze the data. This initiative aims to enhance citizen engagement and strengthen the community’s capacity to monitor and provide feedback on recovery projects. It also seeks to introduce innovative and interactive tools for real-time, citizen-led monitoring, ensuring that communities are not just beneficiaries, but active participants in the reconstruction and rehabilitation process. Against this background, FRP is seeking an experienced and qualified local partner to conduct a comprehensive citizen perception survey in flood affected areas. The survey will target 14,000 respondents, with a particular focus on women and youth, to gather reliable data on public perceptions, experiences and feedback related to post-flood recovery efforts under 4RF (Resilient Recovery, Rehabilitation and Reconstruction Framework). Objectives The survey firm will telephonically (via UAN or Golden number) collect, document accurate and reliable data from 14,000 respondents (50% female) identified from within the 4RF projects across Pakistan, in collaboration and coordination with the Ministry of Planning, Development and Special Initiatives (MoPDSI) through FRP, UNDP.   The proposed perception survey bridges the gap between the flood recovery service providers and citizens by filling the critical need to systematically gather and analyze citizen perceptions to understand how communities view the recovery process, assess their satisfaction with ongoing interventions and identify gaps in engagement, inclusion and transparency. Engaging citizens in this way not only strengthens accountability but also enhances the legitimacy, relevance and long-term sustainability of recovery investments. The perception survey will promote inclusive, participatory approaches by: -          Ensuring broad engagement of flood affected communities, including marginalized groups -          Capturing feedback on the design and implementation of recovery initiatives -          Building community capacity to understand and use data for advocacy and oversight -          Supporting long-term community engagement in disaster recovery and resilience building While quantitative data will ensure statistical rigor, qualitative components will provide deeper insights into community sentiments, perceptions and unmet needs.. The project will enhance community oversight, improve the transparency and accountability of recovery efforts and contribute to the sustainability of current and future development investments. Furthermore, empowering communities with the tools and capacity to participate in citizen-led monitoring promotes ownership and fosters resilience. This is especially important in disaster-prone regions where inclusive recovery is key to preparing for and mitigating future shocks. This initiative contributes to broader commitments under the Sendai Framework for Disaster Risk Reduction and supports Sustainable Development Goals (SDGs) 12 and 17, focusing on responsible consumption and production, and partnerships for the goals, which reinforces a community-driven approach to resilience and recovery. The primary objective of this RFP is to engage a qualified and experienced local partner conduct a citizen perception survey (telephonic survey via UAN or Golden number)  in selected flood affected areas under the 4RF framework. The survey tool will be provided to the firm by FRP. The survey will:   Capture Inclusive Data: ·         Collect reliable and authentic data on public perceptions of recovery efforts under the 4RF. ·         Prioritize the inclusion of women (at least 50%), youth and vulnerable groups while collecting the data and doing the analysis. Enhance Community Engagement: ·         Gauge levels of satisfaction, trust and perceived inclusion in planning and implementation. ·         Identify barriers to community participation and potential entry points for improved accountability. Enable Data-Driven Decision-Making: ·         Leverage advanced analytics to identify trends, common challenges, and opportunities for improvement across projects. ·         Provide actionable insights for stakeholders to refine strategies, allocate resources effectively, and enhance the impact of recovery initiatives.
