Background The project “Building Responsible Value Chains in Asia through the Promotion of Decent Work in Business Operations (Phase II)” is implemented in the context of an increasing demand on companies to respect human rights and labour rights in their operations, and to promote respect for such rights in their supply chains, including by conducting due diligence. At the same time, there is recognition that many sustainability challenges and opportunities in supply chains relate to structural and systemic issues at the national level that require collective action beyond what an individual company or the private sector can achieve on its own. Building on Phase I of the Project conducted in Bangladesh, Cambodia, Vietnam and Japan, Phase II will be implemented in India, Lao PDR, Malaysia and Japan. Using the ILO Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (MNE Declaration) as a framework for action, this two-year Phase II project funded by the Ministry of Economy, Trade and Industry of Japan [METI], aims to put in place supportive measures to accompany enterprises' efforts to promote compliance with national law and respect for the principles of international standards More specifically the fundamental principles and rights at work and to promote resilient, responsible and sustainable workplaces in supply chains in Asia. The Phase II project consists of two Outcomes; Outcome 1 focuses on training enterprises and nurturing experts on Responsible Business Conduct (RBC) and Business and Human Rights (BHR) to support the enterprises while Outcome 2 focuses on the capacity building of and dialogue among constituents to foster enabling environment for sustainable and responsible business practices and decent work. Objective: The project is conducting a baseline assessment among the enterprises in the Electrics and Electronics (E&E) and Automotive sectors to identify their current level of knowledge and awareness and labour practices related to Responsible Business Conduct and Human Rights Due Diligence. To complement the initiative, the project intends to produce and publish videos to demonstrate the good and exemplary business practices of enterprises in both sectors which will be disseminated to the general public, especially businesses. Scope of Work: Herewith are the details of the specific tasks and activities to be undertaken: To submit the timeline and work plan of the assignment; Published a maximum of two videos (E&E and Automotive sector each) with the following details: Duration: A maximum of 5 minutes of video for each sector. Format: Please refer to the following video as a reference: Decent work and aspiration for Malaysia's rubber glove supply chain Script: The consultant will draft and finalize the script for both videos in consultation with ILO. Interviewees: A total of 10 companies (5 in each sector) will be interviewed and the companies will be further determined by ILO. Location: The recordings will take place during the interviews conducted by ILO at the enterprises’ premises. Travel within Malaysia will be required. Deliverables: Deliverable 1: Submit the timeline and brief the ILO on the work plan of the assignment, including the script Deliverable 2: Complete the recording of the interviews Deliverable 3: Submit the two videos upon satisfaction of ILO Duration of the Assignment: Contract term: The day of the signing of the contract – 30 June 2025. Payment modality The consultant will submit an invoice and all payments will be made upon delivery of outputs to the satisfaction of the ILO. Qualifications and Experience: Good understanding of Bahasa Malaysia and English; Registered Video Production Company with relevant Certifications; Minimum 3 years of experience in professional video production. Proven portfolio of at least THREE (3) similar projects in corporate, educational, or documentary-style videos. Experience in producing content related to corporate social responsibility (CSR), labour rights, or industrial sectors is an added advantage.
