Namibia has a long history of seeking to balance labour market demand and supply, adopting Vision 2030 and the National Human Resources Plan 2010-2025 to guide investment in critical skills. As the current plan ends, Namibia faces new challenges and opportunities including oil and gas discoveries, green hydrogen, digitalisation, and climate resilience, requiring a new National Human Resource Development Plan 2026-2036. The National Planning Commission seeks a consultant to formulate this plan using the existing NODSOM supply and demand model. The consultant will review the 2010-2025 plan, forecast skills requirements based on NDP6 growth targets, conduct labour market assessments, assess the responsiveness of TVET and higher education institutions, and produce the final NHRDP with an implementation plan. The consultant will also build capacity of NPC staff in the Macroeconomic Planning Department to operate, manage, and adapt the NODSOM model independently. Throughout the process, the consultant will adopt a participatory approach involving stakeholder consultations. The assignment spans 30 working days over three months, starting July 2026, and will take place in Namibia. All deliverables, including the inception report, review report, draft and final plans, and the updated model, remain the sole property of the National Planning Commission.
