TERMS OF REFERENCE FOR INSTITUTIONAL CONTRACT     Title  Hiring Dry Storage Facilities for storage of EPI Syringes, Safety boxes Purpose To hire a suitable Dry Materials Storage facility in or around Mohakhali, Tejagon, or nearby in Dhaka to support the enhancement of the EPI DGHS Central Store’s capacity, ensuring adequate Dry Storage Space for upcoming TCV, OCV, JE, and SIA campaigns, including Routine Immunization. Location Mohakhali, Dhaka and surrounding areas, Bangladesh.   Estimated Duration May 2025 to February 2025, subject to extension based on EPI DGHS requirements.   Reporting to Technical Supervisor of this assignment Health Officer Health section   1. Background The Expanded Programme on Immunization (EPI) under the Directorate General of Health Services (DGHS) plans to conduct a Typhoid Conjugate Vaccine (TCV) campaign in May 2025, followed by Oral Cholera Vaccine (OCV) and Japanese Encephalitis (JE) campaigns soon. Additionally, EPI DGHS is responsible for implementing Supplementary Immunization Activities (SIA), such as the Measles-Rubella (MR) campaign. This is in addition to the Routine Immunization activities conducted by EPI, DGHS. UNICEF Bangladesh supports the Government of the People's Republic of Bangladesh in the procurement and delivery of vaccines, cold chain equipment, and other essential items like syringes and safety boxes. All vaccines are accompanied with Dry Store materials including Syringes and Safety boxes. They are then distributed through an efficient three-tier Immunization Supply Chain system: Central Store District Store Upazila Store   The existing capacity of the EPI Central store at Mohakhali is inadequate as evidenced during COVID 19, and repeatedly afterwards, therefore, a considerable amount of additional space for storing these materials is essential for smooth functioning of the supply chain. It is estimated that a secured, accessible Warehouse with an estimated area between 15,000 and 36,000 square feet covered area with an effective height of at least 10 feet will be required to handle the huge turnover of the materials during the next 12 months.   The purpose of this document is to identify secure, well-maintained, and well-ventilated Dry store storage facilities within or around Dhaka that have prior experience in storing similar materials. These facilities must meet the following criteria: Adequate space between 15,000 and 36,000 square feet of floor area In addition, there is adequate space for movement, loading, and unloading vehicles. No separate or additional rent charges will be payable for this loading, unloading bay/dock, generator, fire safety, security etc. Rent will be paid only for the area designated for Storage. Sufficient skilled workforce for daily operations and maintenance. Reliable ventilation system and safety arrangements. The facility must be rainproof, dampproof, and pest-free. Full-time operators for daily operations. Backup standby generators to ensure uninterrupted power supply. Valid trade licenses and regulatory approvals to operate such businesses.   Bidders are required to provide a monthly rental quote inclusive of all charges for Dry store facility with A covered area between 15,000 and 36,000 square feet with minimum height of 10 feet   The space rented out must meet WHO standards, suitable for Dry Store and cannot be used for storage of any other item except EPI Materials, even if the space is partially occupied. The contract between successful bidder and UNICEF will be monthly, valid for 1 year from March 2025 subject to further extension if required by the EPI DGHS. Payment will be made on a quarterly basis upon submission of the invoice by the facility owner. No advance payment will be made.   Bidders will clearly describe the size, location and type of facility they are willing to offer and quote the rates in a separate financial offer for the Warehouse stated in this TOR.     2. Objectives, Purpose and Expected Results The objective is to identify secure and well-maintained cold storage facilities that meet the following: Adequate space between 15,000 and 36,000 square feet of floor area Adequate manpower for operations and maintenance. Backup power, fire safety and security provisions. Compliance with legal and regulatory standards. The expected result is to ensure seamless Dry storage facility and handling during critical immunization campaigns, minimizing the risk of Dry Materials’ damage.   3. Description of Assignment   The selected vendor will: Provide Dry storage facilities compliant with the requirements outlined in the TOR. Ensure exclusive use of these facilities for EPI Dry storage and any other similar materials Maintain the operational standards of the Dry Store Facility, including daily operations, Ventilation, and routine cleaning. Submit detailed size, type, and rate quotations for the proposed facilities   4. Deliverables   Secured and operational Dry Storage facilities by March 2025. Monthly operational status reports, stock report and maintenance records. Quarterly invoices for payments.     5. Reporting requirements   The facility owner must report directly to UNICEF Bangladesh with documentation on compliance, operational status, and inventory updates. Immediate notification of any incidents or deviations from standard operating procedures.     6. Payment Schedule   Payment will be made quarterly upon submission of the invoice. No advance payments will be made. Payment validity is contingent on contractual compliance and satisfactory service delivery.     7. Qualification requirement of the company/institution/organization   Proven experience in managing Dry storage facilities for Syringes and safety boxes; experience with EPI DGHS will be an added advantage. Valid trade license and regulatory approvals. Availability of ventilation, lighting, backup power solutions, and sufficient manpower. Capacity to maintain cleanliness and safety standards for storage of Vaccine-related Dry materials.   7a. Qualification requirement of the team (optional)   Skilled technical operators with experience in managing Dry storage. Familiarity with syringes and safety box handling. Ability to troubleshoot and respond to technical issues promptly.       8. Evaluation Process and Method   UNICEF will conduct assessment of the proposed storage facilities before final selection.
