The International Labour Office (ILO) is seeking an individual to undertake an assignment as an External Collaborator. The assignment will support the implementation of the EU4PEOPLE: Employment Programme in Bosnia and Herzegovina, with a focus on generating analytical inputs for the development of a tailored Employment Support Pathway for young people exiting institutional care (deinstitutionalisation). The External Collaborator will conduct analytical work on the current legal, policy, and institutional framework, including mapping of key stakeholders and services relevant to the transition of young people from care to independent living and labour market integration. The assignment will assess existing services and identify gaps, coordination challenges, and barriers affecting employment outcomes for this target group. The External Collaborator will carry out stakeholder consultations, including interviews and/or focus groups, to collect qualitative insights and validate findings. Based on the analysis, the External Collaborator will produce a structured report and provide practical recommendations and inputs to inform the design of an Employment Support Pathway, including proposed service components and coordination mechanisms between employment and social protection systems.
