Project OverviewThis request involves producing four live-action videos to promote voter participation in an upcoming municipal election. Each video will target a specific phase of the electoral process, encouraging registration, voter card collection, and participation on election day, with a focus on inclusion for women, people with disabilities, and youth. The selected company will be responsible for scriptwriting, filming, editing, and post-production.General Video Requirements• Format: Full HD (1920x1080) or higher 4K, optimized for online platforms and TV broadcasting.• Aspect Ratio: 16:9 (for TV and social media) and 9:16 (for Instagram, TikTok, and Reels).• Duration: 60 seconds to 90 seconds per video.• Language: Arabic (Westen and eastern Libyan), with optional English subtitles.• Branding: Must align with HNEC branding guidelines, for logos and slogans.• Accessibility: All videos must include Sign language subtitle.• Delivery Format: MP4 (H.264) and MOV, with different aspect ratios for various platforms.• Equipment videos must be shot with a high definition professional or prosumer camera and must always be shot in the aspect ratio that matches the deliverable materials, Additionally, all dialogue must be recorded with a high quality, external microphone.
