The UN may have an requirement to establish a contractual arrangement with an Air Operator(s) who has the capacity to provide dedicated Long Term Air Charter light passenger jet aircraft services in support of several UN Missions as follows: One Light Jet Fixed Wing Passenger aircraft, to be used throughout the UNOWAS, UNOCA and CNMC operating areas (Western Africa). The operating area will include, but not be limited to Senegal, ECOWAS Member states, G-5 Sahel countries, 2. Air transportation services to be performed shall mainly include VIP, passenger transport, 3. Main Operating Base (MOB): Dakar, Senegal. At MOB, transportation, accommodation and meals shall be the Carrier’s responsibility. 4. General Aircraft Technical Requirements: The aircraft must meet the following criteria. - Turbine powered (Turbofan/jet), multi-engine, using jet A-1 fuel. - Minimum Service Ceiling of 30,000 feet MSL. - Minimum passenger seating capacity of 8. - Aircraft must be capable of flying from Dakar without refuelling in-between to Abuja, Nigeria with a minimum of 4 adult passengers (85 kg each) with 15 kgs of luggage (10 kgs checked-in &5 kgs hand luggage) each, plus reserves for IFR diversion to Kano, Nigeria or Ouagadougou, Burkina Faso. - Aircraft must be certified RVSM compliant. - Aircraft should have full lavatory facilities. - Aircraft should be equipped with two GPS, two VHF. - Aircraft should be equipped with HF or Two-way satellite-based communication (text/voice). - Estimated required number of flight hours (not guaranteed) per aircraft per year: 500 hours. Participation Requirement for non-registered Air Carriers: For companies that are not yet fully registered as Air Operators with the UN Secretariat, eligibility criteria for participation in any procurement exercise that may follow this RFI are as follows: i. Submit Level 2 registration application and all documents required to register as an Air Operator to the UN Procurement Division as soon as possible, and prior to any contract award.
