Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The International Labour Organization (ILO) seeks a qualified national consultant to support the final independent evaluation of the “Migrant Advocacy for Rights” (MARs) project (2023–2026) in Thailand. The project aims to strengthen migrant workers’ rights in informal agriculture and manufacturing sectors through worker organizing, policy reform, and improved enforcement of labour laws. The evaluation will assess project performance against OECD-DAC criteria, including relevance, coherence, effectiveness, efficiency, sustainability, and impact. It will cover key outcome areas such as migrant worker organizing, fair recruitment and migration governance, and labour law enforcement mechanisms. The national consultant will support the implementation of the evaluation under the guidance of the Team Leader. Responsibilities will include data collection, stakeholder coordination, fieldwork support, and provision of contextual analysis. The assignment will involve a mixed-methods approach, including key informant interviews and focus group discussions with migrant workers and stakeholders. Field visits to selected project areas in Thailand may be required. The national consultant will contribute inputs to the evaluation process but will not be responsible for final deliverables, which will be prepared by the Team Leader in line with ILO evaluation standards.
