The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is the summary of the work to be performed: The overall objective of the assignment is to develop a structured and operational Reform Guidance Framework to support labour law coherence, sequencing, and implementation in the Islamabad Capital Territory (ICT) and Khyber Pakhtunkhwa (KP), in alignment with ILO supervisory guidance, labour -related commitments under the EU GSP+ framework, and the National Action Plan on Business and Human Rights (NAP-BHR).The assignment will focus on operationalizing existing ILO supervisory comments and reform guidance materials into a practical and sequenced reform roadmap to support informed policy dialogue and institutional strengthening in ICT and KP. Under the overall supervision of the ILO Country Office and in close coordination with the Business and Human Rights (BHR) Project team, the consultant will undertake a structured set of analytical and consultative activities aimed at developing a practical Reform Guidance Framework for the Islamabad Capital Territory (ICT) and Khyber Pakhtunkhwa (KP). The work will build exclusively on existing ILO supervisory outputs and reform guidance materials. The assignment does not include an independent compliance assessment of labour legislation, nor does it entail drafting of new labour codes. Rather, it aims to operationalize existing supervisory guidance into sequenced and implementable reform pathways.
