BACKGROUND In May 2023, Malaysia played a pivotal role in the adoption of the first-ever World Health Assembly Resolution on Behavioural Sciences for Better Health. This landmark resolution recognizes the critical role of behavioural sciences in shaping health behaviours and addressing public health challenges. In response to this global call to action and the aspirations of the Malaysia Health White Paper, the Ministry of Health Malaysia (MOH), through its Behavioural Insights Unit has developed the first National Blueprint for Behavioural Insights (BI) in Health, with support from WHO. This Blueprint provides a strategic framework to embed behavioural science into health policy and practice, aiming to improve health outcomes through evidence-based, behaviourally-informed interventions. It highlights the importance of shared ownership through the whole-of-government and whole-of-society approaches to addressing the economic, environmental, and social determinants of health. The Blueprint will be launched in September 2025, accompanied by a strategic communications campaign to amplify its reach and impact. WHO Country Office (WCO) Malaysia is seeking a local vendor for the following objectives: (1) to create engaging and visually compelling content for the BI Blueprint launch and communications campaign; (2) to support pre-launch awareness, real-time event coverage and post-launch amplification through social and traditional media; and (3) to ensure consistent, accessible and bilingual (English and Bahasa Malaysia) messaging aligned with WHO branding. The purpose of this Agreement for Performance of Work is to support development and delivery of a strategic communications campaign in conjunction with the launch of Malaysia’s National Blueprint for Behavioural Insights in Health that is scheduled for September 2025. A local creative communications agency is required to support both the launch event and the broader campaign through content creation, stakeholder engagement, and digital amplification. METHODS TO CARRY OUT THE ACTIVITY The vendor is expected to adopt a phased, collaborative approach: Planning & Coordination: Align with WHO Malaysia through kickoff meetings and a detailed work plan. Content Creation: Develop bilingual, accessible content aligned with WHO branding and accessibility guidelines (see Additional Information below). Production: Use professional equipment and software for high-quality video, photography, and design outputs. Digital Engagement: Optimize content for social media platforms and ensure real-time and post-event amplification. Review & Delivery: Submit drafts for feedback and deliver final assets in editable and high-resolution formats. QUALIFICATIONS & EXPERIENCE A registered institution, company, or organization in Malaysia. Team composition with university degree in videography, photography, communications, digital media or related fields. Essential: A minimum 5 years of experience in videography and video editing. Experience in post-production work, with a proven strong portfolio. Demonstrated knowledge of media production and communication. Proven experience in production of professional videos, preferably in the field of communication, health, emergency response and/or humanitarian contexts. Desirable: Previous experience of working with WHO, MOH, other UN Agencies or INGO’s. Previous experience in developing BI communication materials and applying insights in practice. TECHNICAL SKILLS & KNOWLEDGE Excellent knowledge on strategic communications Excellent technical knowledge on videography, photography, and digital media Excellent communication and project management skills LANGUAGES Proficiency in English and Malay is essential. All content must comply with WHO branding and accessibility standards, including: High contrast colours and readable fonts (minimum 18px for digital readability) Subtitles or captions for all videos and animated content Alternative text for all images Avoidance of strobing, flashing, or looping animations that may affect users with photosensitivity Plain language usage for all copy Transcripts for all audio/video content Format adaptations for Instagram, Facebook, and X Content optimised for accessibility tools (e.g., alt text, Unicode text files, auto-caption checkers) 2. Contractor is expected to deliver a full repository of footage and edited photos as hi-resolution, raw files and files editable in Adobe Premiere or Adobe AfterEffects. 3. Location and schedule (date/time) of launch event will be decided by WCO Malaysia and are subject to change. The contractor is expected to provide all the equipment for photography and videography, including lighting as required.
