Immediate Decent Job Creation through Green Works and Green Infrastructure Restoration in Aleppo

ProcureProcess - ILO Others Non Governmental 2025-04-29 to 2025-05-15
The International Labour Organization (ILO) launched the project "Immediate Decent Job Creation through Green Works and Green Infrastructure Restoration in Aleppo" to address the urgent employment needs in Syria following years of conflict and economic collapse. Scheduled from June to December 2025 in Aleppo, the initiative supports early recovery by promoting decent work, environmental sustainability, and community resilience through green infrastructure rehabilitation. Targeting vulnerable groups such as returnees, women, youth, and persons with disabilities, the project aims to create approximately 170 short-term jobs and generate over 18,000 workdays. Activities will include the restoration of public services (such as sewage networks and sidewalks), debris removal, the development of green spaces, and the establishment of recycling stations. These efforts will integrate sustainable practices and environmental safeguards. Implementation will follow the ILO’s Employment Intensive Investment Programme (EIIP) methodology, emphasizing local resource use, community engagement, occupational safety, and adherence to decent work standards. An implementing partner (NGO/INGO) will be selected to manage field operations, recruitment, financial disbursement, procurement, coordination with authorities, training activities, and overall project monitoring. The project stresses inclusiveness, the promotion of green jobs, gender equality, and safe, fair working conditions. Deliverables will include inception, progress, and final reports aligned with strict monitoring and reporting standards. The ILO will provide technical support, oversee quality, and conduct regular field visits to ensure the successful completion of activities by the end of December 2025. A transparent evaluation and payment process linked to reporting milestones will guide the partnership. Proposals should be submitted by email to Mr. Ahmad Haj Ali, [email protected] and Mr. Mohamad Ammar Kudmani, [email protected], Both financial and technical proposals should be valid for 30 days. The deadline for submission of technical and financial proposals is 15th May 2024 at 20:00 hrs to be evaluated according to the technical evaluation table below combined with the financial proposal.
