Piloting alternative childcare solutions in seven oblasts of Ukraine (Preschool educational units and public-private partnership kindergartens)

BACKGROUND The ILO Country Office for Ukraine is implementing a project “Childcare in Ukraine: A Systems Approach to Building Back Better.” Funded by Swedish International Development Cooperation Agency (Sida), this project strengthens Ukraine’s economic resilience by expanding access to more productive and decent employment for vulnerable women — IDPs, rural residents, and those in frontline regions — while addressing childcare-related barriers. The project fosters women’s entrepreneurship and advocates for gender-transformative policies and regulatory frameworks that promote equal rights and opportunities in the workplace. Ukraine’s successful recovery requires addressing a critical need for an additional workforce. A significant potential source of this workforce is the activation of currently inactive populations, particularly working-age women. To achieve this, a systemic approach is essential, with a focus on improving childcare policies and eliminating barriers to women’s employment. One of the key challenges is ensuring the availability of affordable, accessible, and adequate childcare services. To address the gap between the supply of and demand for childcare services, innovative and alternative childcare solutions are being implemented. These include mini and family-type kindergartens, coworkings, home-based nurseries, mobile kindergartens, and smaller, more affordable childcare centers. Where feasible, the initiative promotes public-private or municipal-private partnerships (PPP/MPP). Such pilot initiatives (hereinafter “pilots”) will be launched to identify the most financially viable and sustainable models, with plans for scaling up successful approaches. Duration: the expected duration of this implementation agreement is 11 months Location: Ukraine: Dnipropetrivska, Odeska, Zaporizka, Mykolaivska, Kharkivska, Sumska, and Chernihivska oblasts.   OBJECTIVE OF THE CALL FOR PROPOSALS The objective of this Call for Proposals is to identify an experienced and capable Implementing Partner to support the ILO in implementing community-based childcare interventions in Ukraine, with a focus on increasing access to affordable, quality childcare services needed to enable more women and working parents to access jobs. The selected partner will play a key role in engaging stakeholders, mobilizing local resources, and implementing innovative and context-sensitive childcare models that create enabling environment for women’s economic empowerment, gender equality, and inclusive local development.
