The International Labour Organization (ILO) invites institutions with demonstrated expertise in labour research and primary survey implementation to submit proposals for conducting a diagnostic study on informality, remuneration, and working time within India’s platform economy. The study will include a review of legal frameworks, primary survey data collection in selected states (Jharkhand, Telangana, Tamil Nadu, Karnataka), stakeholder consultations, and the development of actionable recommendations. Key Deliverables: Inception Report Questionnaire/Sampling Plan & Preliminary Findings Draft Diagnostic Report(s) Stakeholder Validation Workshop Summary Final Report (incl. 10-page summary in English/Hindi & presentation) Submission Requirements: Applicants must submit technical and financial proposals separately, including: Organizational profile, team member CVs, and relevant experience. Detailed methodology and work plan corresponding to the TOR. Samples of similar assignments. Financial proposal covering all anticipated expenses, with detailed break-up of costs. Evaluation Criteria: Proposals will be evaluated based on the Quality-and-Cost-Based Selection (QCBS) method, with a 70:30 weightage between technical expertise and financial value.
