National Implementing Partner for ICAT Georgia Project: Developing Framework for NDC Tracking and GHG Projections in Priority Sectors

Note: To apply, please access the UNOPS Grant+ website via the link https://grantplus.unops.org/funding-opportunity/1 and create an account   The Initiative for Climate Action Transparency (ICAT) was created at the time of the adoption of the Paris Agreement to help developing countries build transparency frameworks for effective, evidence-based climate policies and actions that can contribute to the global transformation required and help mobilize the financing and support to enable implementation. The Initiative works with over 50 developing countries ranging from large countries, like Nigeria, to small island States, such as Fiji. ICAT provides countries with tailored support and practical tools and methodologies to build robust transparency frameworks needed for effective climate action in sync with national development priorities. Through regional hubs and direct country engagement, the projects ICAT supports relate to: 1. Developing NDC tracking frameworks; 2. Assessing greenhouse gas and/or sustainable development impacts of sectoral policies; 3. Building frameworks to analyse projections of greenhouse gas emissions and removals; 4. Developing monitoring frameworks for just transitions; 5. Developing the M&E of adaptation actions; 6. Building climate finance transparency frameworks; and/or 7. Aggregating or integrating greenhouse gas impacts of subnational and non-State actions. To support these areas, ICAT offers a suite of practical, open-source tools and methodologies to provide effective support to the transparency efforts of countries around the world. ICAT is an unincorporated multi-stakeholder partnership steered by the Donor Steering Committee (DSC), conformed by its donors, Austria; Canada; the Children’s Investment Fund Foundation (CIFF); Germany; and Italy; and includes the UNFCCC Secretariat as the dedicated UN body with a climate change policy mandate, and UNOPS as an ex-officio member. The Initiative is hosted by UNOPS on behalf of the DSC. Within UNOPS, the ICAT Secretariat manages ICAT’s day-to-day activities, coordinating and guiding the work of the implementing partners. The government of Georgia and ICAT signed a memorandum of understanding on September 5, 2025 where the objective of the project was defined as “To support the Government of Georgia to effectively implement NDC 3.0 by updating the National Climate Strategy and Action Plan and developing and institutionalising a framework for tracking its NDC actions in line with the requirements of the Enhanced Transparency Framework (ETF) of the Paris Agreement.” During the implementation phase, selected key sectors will receive focused support based on their contribution to national GHG emissions, alignment with Georgia’s 2030 Climate Strategy, and readiness in terms of data availability and institutional capacity. Preliminary priority sectors include Georgia’s 2030 Climate Strategy and Action Plan (CSAP) six key sectors as contributing to the national mitigation commitment and forestry as key source of removals by sinks, though final selection will be determined in consultation with national stakeholders and based on clear criteria such as mitigation potential, strategic importance, and existing gaps in monitoring and reporting. Furthermore, the project will facilitate the application of the relevant tools, such as the Greenhouse Gas Abatement Cost Model (GACMO), which will help aggregate and assess mitigation actions across sectors based on their emission reduction potential and cost-effectiveness. By integrating such a tool into Georgia’s NDC tracking approach, the project will enable more informed prioritization of actions, improve coordination across sectors, and strengthen the overall evidence base for climate-related decision-making. Ultimately, the project will contribute to Georgia’s long-term climate governance by building sustainable institutional and technical capacity and supporting the continuous improvement of national systems for tracking and reporting climate actions. This will enhance Georgia’s ability to meet its current and future NDC targets and increase its readiness for more ambitious climate action under the Paris Agreement. The Ministry of Environmental Protection and Agriculture of Georgia (MEPA), as the national authority on environmental and climate policy, serves as Georgia’s UNFCCC National Focal Point and coordinates national climate actions and reporting obligations. The project will support MEPA in developing a framework for NDC Tracking and GHG projections in priority sectors, complementing other climate-related efforts led by MEPA such as Georgia’s First Biennial Transparency Report (BTR), Climate Strategy and Action Plan, Fifth National Communication (5NC), the Long-Term Low-Emission Development Strategy 2050, and broader international partnerships promoting climate resilience and sustainable development. The project’s specific objectives are to enable Georgia to:   ● Update the National Climate Strategy and Action Plan to align it with NDC 3.0 and develop and implement NDC tracking system by using the GACMO tool across all the sectors; ● Manage and track the implementation of NDC mitigation actions in the selected sectors by applying a framework for regular collection and management of the necessary data, including those needed to compile GHG inventories, project GHG emissions, assess the impact of relevant policies and measures, and develop appropriate indicators for reporting on progress achieved. As a result of the project, it is expected that Georgia has developed and is able to apply: 1) an overarching NDC tracking framework based on the selected aggregation tool; 2) an MRV framework for the sectors that will be selected during the implementation phase, including adequate capacity to implement and maintain them, covering the estimation, compilation and timely reporting of the information required by ETF; 3) a framework for projections of sectoral GHG emissions in the selected sectors (without, with and with additional measures), including an assessment of the impact of key policies and measures, and adequate capacity to maintain and update them; 4) updated climate strategy and action plan and 5) an NDC tracking framework for the selected sectors, and capacity to implement and maintain its functionality. The project requires to be implemented by an entity or organization with expertise in the project subject matter, who will in turn contract or assign an expert national coordinator (national lead) who will be responsible for all the project activities, working closely with the MEPA, specifically with its Climate Change Division within the Environment and Climate Change Department. In addition, the entity will contract or assign a team to provide technical and administrative support, as necessary to support the development of all project activities. In this way, the expert entity will comply with assigning or contracting a national lead and a team, will provide quality support and oversight, and will serve as the responsible expert entity in charge of developing all the required project products and activities. The national lead will ensure the development of all the project activities, and the coordinated inputs and support activities from the team, and ensure all products are delivered, while maintaining active communication between the expert entity, the MEPA, and the other participating entities.
