RFQ: Development of Behaviourally Informed, Gender-Sensitive Research Tools for Assessing Violence and Harassment in the Garment Sector

OBJECTIVE   Better Work seeks to contract a researcher (or small team of researchers) with a strong background in gender studies, public health, behavioral sciences, and relevant research methods, as well as a solid understanding of the working realities and context of the garment sector. The contractor(s) will review and adapt existing in-house survey, FGD, and interview tools to ensure they are tailored to the garment sector, behaviorally informed, and gender-sensitive. The aim is to refine these tools, so they are practical, contextually relevant, and capable of generating actionable insights on violence and harassment in the world of work.   The tools should serve the following specific purposes:   Assessing the prevalence, frequency, and nature of violence and harassment and the resulting physical, psychological, sexual, and economic harm, with a gender-sensitive perspective (including through an Occupational Safety and Health lens, where possible). Identifying risk factors and high-risk situations. This includes mapping which groups of workers are most vulnerable to violence and harassment, identifying where different forms are most likely to occur (e.g., on the factory floor, in dormitories, or during transport), and understanding the conditions that increase these risks. Such conditions may relate to production pressure, team dynamics, workforce composition, or power imbalances. The goal is to generate actionable insights that can inform risk control strategies, including behaviorally informed interventions designed to address specific drivers and shift harmful practices. Diagnosing the influence of social norms and perceptions on tolerance, normalization, and reporting of violence and harassment. Assessing individual, organizational, and social readiness to prevent and respond to various forms of violence and harassment. This includes gauging the level of awareness, trust in grievance systems, and confidence in prevention and support mechanisms. Identifying, through direct input from workers, potential practical strategies or interventions that could help mitigate key risks.   SCOPE OF WORK   The contractor(s) will be responsible for:   Reviewing and adapting existing in-house survey, FGD, and interview tools so they are tailored to the specific context of the garment sector and designed to: Be sensitive to the gendered dimensions of violence and harassment at work; Maximize respondent trust and encourage truthful responses, drawing on the latest survey methodologies and behavioral science techniques (e.g. framing effects, list experiments, garbling, etc.). Providing practical guidance on piloting the adapted tools in factory settings, including best practices for survey deployment and qualitative interviewing. This may also include recommendations for integrating a small survey experiment to test question formats or framings that improve disclosure. As part of this process, train selected Better Work colleagues (e.g., Enterprise Advisors and MEL/Gender focal points) in ethical, gender-sensitive qualitative and quantitative research methods to enable them to carry out data collection effectively. Analyzing data collected during the pilot by BW advisors and drafting a summary brief (max 10 pages) that presents key findings and explains the methodology used. Please see attached the full TORs
