The assignment will cover the mapping of the biomass value chain, analysis of current and potential employment impacts, and assessment of job quality, skills need, and work conditions. It will also include scenario and forecast analysis to estimate employment outcomes under different policy and investment options, supported by stakeholder consultations across the public and private sectors. Based on the findings, the consultant(s) will develop evidence-based recommendations and propose an employment-focused monitoring and evaluation framework to inform policy and investment decisions.
