The International Labour Organisation (ILO) is seeking expressions of interest from a qualified consultant to conduct an Independent Mid-term Review of the Ensuring Decent Work and Reducing Vulnerabilities for Women and Children in the Context of Labour Migration in Southeast Asia/ Protection of the Rights of Women and Children in Labour Migration (PROTECT) project. Please see the detailed Terms of Reference (below) for information. Type of contract: External Collaboration Contract   Expected duration of assignment:  The level of effort for this assignment is estimated at 20 days over a period of 2.5 months (end-April to end-June 2025). The assignment will be done online.  Profile of the Consultant for the Mid-Term Review: The Consultant should have the following qualifications:  A graduate degree in law, social sciences, gender, migration or other relevant academic fields; At least 7 years’ experience in Monitoring and Evaluation of which at least 5 years’ experience as an independent evaluator/team leader in evaluating projects and programmes at the international level related to labour migration, gender and migration, or comparative experience; Experience in conducting evaluations for UN organizations, including, mid-term evaluations of projects and programmes; experience in conducting joint evaluations is highly desirable. Expertise in qualitative and quantitative evaluation methods; experience of utilising online methodologies of data collection would be an asset. Familiarity with the ASEAN region, and with evaluating projects and interventions related to women’s labour migration, violence against women migrant workers, children in the context of migration, and anti-trafficking Excellent analytical and communication skills; Ability to meet ILO standards of utility, feasibility, propriety, accuracy and accountability Ability to communicate effectively in writing and produce high quality reports Attention to detail and the ability to produce high-quality deliverables under time constraints. Understanding of the UN system, the UN evaluation norms and standards is desirable. The evaluator must have no previous involvement in the implementation of the PROTECT project. How to apply: Candidates intending to submit an expression of interest must supply the following information:   A cover letter describing how the candidate’s skills, qualifications and experience are relevant to the required qualifications of this assignment (maximum 2 pages).   A copy of the candidate(s)’s updated curriculum vitae (CV).  A list of previous evaluations that are relevant to the context and subject matter of this assignment, indicating the role played by the applicant(s), highlighted in the CV.   A statement confirming their availability to conduct this assignment, and the professional fee package expressed in US dollars.  (This can be noted in the cover letter or in a separate word document as preferred) A statement confirming that the candidate has no previous involvement in the implementation and delivery of the PROTECT project, as well as no personal relationship with any of the ILO, UN Women, UNODC or UNICEF Officials who are engaged in the PROTECT project.  (This can be noted in the cover letter or in a separate word document as preferred) The contact details of two referees (including name and relationship with the candidate) who can be contacted.   A specific statement that the mid-term review will comply with UN Norms and standards. (This can be noted in the cover letter or in a separate word document as preferred) A sample of an evaluation report prepared by the candidate in which they were the sole evaluator in recent years Submission deadline and contact: The deadline to submit expression of interest for undertaking the mid-term review is 19th April, 5:00 pm, Bangkok, Thailand time.
