UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Baseline for Nexus for Water and Energy in Zambia - Water, Sanitation and Hygiene (NEWZA WASH). PROCUREMENT STAFF TO INSERT ANY FURTHER BRIEF BACKGROUND Purpose: The purpose is to conduct a baseline assessment of the UNICEF component of the EU NEWZA WASH programme. This will establish pre-implementation status indicators and serve as a reference point for measuring progress, performance, effectiveness, and impact. The main objective of the consultancy is to systematically collect and analyze relevant data and critical information regarding the initial conditions of the programmes target areas. This will provide guidance for targeting groups, communities, and institutions, as well as planning for the implementation and sustainability of services. More specifically, the baseline will: • Determine disaggregated qualitative and quantitative baseline values for programme performance indicators, in alignment with the NEWZA programme logical framework. • Identify the most vulnerable groups, communities, and institutions to be prioritized for intervention in the target areas. • Assess the operational and functional status, as well as the capacity of institutional structures responsible for programme implementation at ward, district, provincial, and national levels. • Assess the capacity at different levels to sustain WASH services provided under the NEWZA programme Location : 6 provinces- Eastern, Southern, Central, Copperbelt, Northern and Muchinga provinces and 32 districts.
