UNDP Bhutan is seeking proposals from the eligibile and qualified national (Bhutanese) consultants to carry out the consultancy assignment for National Consultant for updating the Technology Need Assessment (TNA) and identifying priority climate change technologies /solutions and methods for adoption. For more information, you are encouraged to review the Terms of Reference shared.A brief scope and the objectivies of the assignment as follows:The scope of this assignment entails revising the TNA 2013 through systematically identifying key barriers that limit private sector adoption and use of climate technologies and analyzing the most effective method in which adoption/investment can occur.The procedure will commence with stock take and gap analysis to pinpoint any shortcomings in the TNA 2013 regarding climate technology and gender gaps and requirements essential for supporting the LT-LEDS, NDC, while also identifying key barriers that limit private sector adoption and use of climate technologies and analyzing the most effective method in which adoption/investment can occur. The activity will be conducted in coordination with activities under output 2.4.1.The National Consultant who will be Climate Technology/TNA expert bringing local knowledge and network will work closely with the International Consulting Firm hired separately to undertake the assignment ‘Preparation of TNA update, resource mobilization plan and financing mechanism for Bhutan’s NDC 3.0 implementation’ and National Consultants hired separately for TNA update, Resource mobilization and Financing Mechanism/Business model. All workshops and capacity building training mentioned in this ToR will have to be conducted collaboratively with the International Consulting Firm and the three National Consultants.Task 1: Conduct a 2013 TNA-related stock take and gap assessmenta. Conduct a comprehensive stock-take of the TNA 2013.b. Identify gaps in technology needs, institutional capacity, and gender inclusion.c. Conduct a gender analysis to ensure inclusive technology planning. The new TNA will highlight technologies that meet women’s specific needs. These can be identified through consultations with women, data collection that is sex-disaggregated and a gender analysis to identify gender disparities in technology access, use, and benefits. The process will inform the development of gender-responsive solutions and recommendations by addressing the specific barriers that women face in accessing and benefiting from technology.d. Organize a 2-day workshop to present findings and gather stakeholder input in conjunction with the International Consulting firm hired under the assignment ‘Preparation of TNA update, resource mobilization plan and financing mechanism for Bhutan’s NDC 3.0 implementation.’Task 2: Develop an action plan to address gaps identifieda. Develop an action plan to address the overall gaps including those identified through gender analysis.b. Organize a 2-day workshop to validate the action plan with stakeholders.Task 3: Update the TNA and identify priority climate change technologies/solutions.a. Update the TNA to reflect current climate priorities and technological advancements.b. Identify and prioritize climate change technologies and solutions.c. Develop a financing strategy to support implementation.d. Organize a 2-day workshop to educate on TNA update, prioritization of climate change technologies/solutions and financing strategy.e. Develop a plan providing details about a mechanism for future updating and upgrades of the TNA. The TNA will be reviewed and updated every 5 years or 10 years, depending on the changing needs, priorities and developments. The future update should entail:● Consultation and Engagement: including government agencies, private sector, civil society, and international partners, led by Department of Environment and Climate Change (DECC).● Data and Analysis: assess current technological capabilities, gaps, and requirements to identify the most effective technologies for achieving climate goals● Technology prioritization: based on their potential impact, cost-effectiveness, and feasibility to address specific climate challenges identified in the assessment.● Capacity building: to understand and implement prioritized technologies.● Resource Mobilization: to include investment plans with windows from both domestic (should also capture private sector) and international sources● Monitoring and ReviewTask 4: Conduct training to ensure TNA adoptiona.
