Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: In close collaboration with the Lead External Collaborator, the External Collaborator will assess the full spectrum of alternation-based training approaches in Kosovo’s HoReCa sector, ranging from formal dual VET models to less intensive forms of work-based learning. The assessment will cover the typology and scope of existing WBL mechanisms; the performance, quality, and operational arrangements of WBL provision; employer involvement and practices; and the perspectives of students and training providers on the relevance, effectiveness, and challenges of WBL. It will also examine the roles of intermediary institutions and review existing provisions for student safety, including insurance coverage, protection against work-related accidents, health risks during workplace training, safeguards against violence, sexual harassment, and discrimination in all forms. Based on the identified constraints, the External Collaborator in close cooperation with the Lead External Collaborator will develop a detailed Guidance Note outlining practical and context-specific actions to address demand- and supply-side barriers, as well as institutional and structural gaps affecting the effectiveness and quality of work-based learning provision in the HoReCa sector.
