Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: Summary of Work The External Collaborator will conduct evidence-based research on South Africa's industrial policy development and its alignment with the Climate Change Act (CCA) 2024 and the Just Energy Transition Investment Plan (JET-IP). The work will assess how current industrial strategies, masterplans, and incentives support private sector enterprises, particularly MSMEs, in transitioning to a low-carbon, climate-resilient economy. Key Objectives Assess the alignment and gaps between industrial strategies and the CCA's mandatory requirements. Identify financial, technical, and capacity barriers faced by enterprises, especially MSMEs. Analyse the current capacity and role of Business Unity South Africa (BUSA) in facilitating the Just Transition for its members. Provide pragmatic, policy-relevant recommendations to enhance enterprise competitiveness, improve the business enabling environment, and strengthen BUSA's capacity for policy advocacy and member support. Deliverables: The consultant will produce a comprehensive research report (approx. 60 pages) structured in four chapters, a policy roadmap, and proposals for BUSA capacity strengthening. The work will include two consultation/validation workshops with BUSA members. The tentative date to start the assignments is 5 January 2026.
