Call for External Collaborator - Development of a tripartite PDNA readiness companion note and baseline data inventories for the Employment, Livelihoods and Social Protection

ProcureProcess - ILO Others Non Governmental 2026-05-29 to 2026-06-11
Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO seeks an external collaborator to strengthen the readiness of its tripartite constituents in Asia and the Pacific to engage in the Employment, Livelihoods and Social Protection pillars of Post-Disaster Needs Assessments (PDNAs). Under the Regional Programme, the collaborator will: (i) agree a regional tabulation plan; (ii) draft a tripartite companion note and checklist adapting the HQ E&L and SP quick guides to the Asia-Pacific context, with a simplified tripartite SOP template; (iii) compile baseline data inventories for selected priority countries; and (iv) prepare technical materials, including a tabletop simulation scenario, for a 2.5-day sub-regional tripartite readiness workshop. The work emphasizes labour-market informality, migrant and platform workers, Pacific small-island contexts and gender-responsive recovery. The assignment is home-based, with possible travel to Bangkok for the workshop. Strong PDNA, labour statistics and social protection expertise, and familiarity with ILO constituents, are required. If you are interested, please express interest and follow the instructions attached to consult the detailed terms of reference and other relevant information in the ILO e-sourcing platform. Please submit your proposal before the specified deadline. Thank you.
