Below is a summary of the work to be performed: The objective is to develop a comprehensive, context-sensitive communication strategy. Specific objectives: 1. Conduct desk research and a situation analysis across all nine countries. 2. Identify audience segments (primary, secondary) in each country. 3. Recommend communication tools and tactics tailored to each country-context and audience 4. Establish a framework for measuring the effectiveness of communication activities using clear, relevant KPIs by communication channel and objective 5. Prepare an outline of an implementation plan for the 1st year of the project, and resource suggestions. Noting that the project will take place over 2025-2029. 6. Include recommendations for periodic reviews (e.g., quarterly or mid-year) of the communication activities to enable timely adjustments based on performance metrics, stakeholder feedback, and changing contexts.
