A. Background 1. The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience across the world. B. Objective 2. WFP Afghanistan seeks reputable and legally registered service providers for Warehouse services. 3. WFP Afghanistan invites eligible service providers to express their interest in providing the requested services. C. Service Requirement: 4. A warehouse for storage of food commodities (e.g., cereals, pulses, edible oils, blended foods, sugar etc.) packaged in bags, carton and tins as well as Non-Food Items (NFIs). 5. The warehouse must be in the Herat city. 6. The selected warehouse will meet the following requirements: a. A storage capacity of at least 6,000 m3 to accommodate an estimated 4,000 MT of mixed commodities. b. The warehouse should have fixed structure building or hanger. c. Minimum of two Bays/Doors (Loading/Unloading Docks). d. Rectangular or square shaped Warehouse Layout is preferable e. Security Measures in place, perimeter fencing and controlled access. f. Outside area of at least 1,000 m2 to instal Mobile Storage Units (MSUs). g. Capacity to provide Temperature Controlled storage between [15] and [25] °C. h. Available parking space of at least 800 square meters. i. Access to utility infrastructure (water and electricity). j. Easily access to Truck and Trailer. k. Minimum lease period of one year. l. Adequate ventilation and air circulation - Lighting system- Well-maintained flooring - Office space within or adjacent to the warehouse - Drainage system. D. Eligibility Criteria 7. The main evaluation criteria for shortlisting are as follows: a. Legal status to conduct the needful services (Valid business license, adherence to Local Building Codes and Safety Regulations, etc.) E. How to prepare and submit your Expression of Interest 8. In order to participate in the pre-qualification exercise, companies are required to provide the following: • Letter of Expression of Interest with official letterhead Docusign Envelope ID: • WFP Warehouse Capacity Questionnaire (Annex) • Supporting documents o Business License o Proof of ownership o Sketch, blueprint or pictures of the Warehouse. o Reference from major clients (minimum five clients in the last three years) • Signatory by the authorized company representative and company stamp. All documents should be presented in English or Dari. 9. All supporting documentation listed above shall be prepared in accordance with the instructions provided and sent by email to

WFP will not consider incomplete or unsigned submissions as well as submissions after the stipulated deadline. 11. This request for EoI is not an invitation to tender nor does it imply automatic selection to WFP’s shortlist. No rates/prices are required at this stage, and this invitation does not bind WFP to issue any tenders or contracts to the companies expressing their interest. Furthermore, WFP reserves the right to change or cancel this process or any of its requirements at any time during the process. 12.
