Please be mindful of the submission timelines provided above. BACKGROUND UNICEF provide cash transfers to implementing partners and a reasonable assurance on the appropriate use of funds provided to the Partner in accordance with the reporting requirements of UNICEF, the IP agreement(s), programme document, work plan(s) and budgets are needed, including assessing the IP’s internal controls and capacity to manage the funds provided by UNICEF. Both Spot Checks and Micro-assessment are assurance activities that can address this need. SPOT CHECKS According to the UNDG Harmonized Approach to Cash Transfers (HACT) Framework, spot checks are performed during the programme cycle on the basis of the IPs risk rating and as per UN agency policy. If more than one of the adopting agencies transfer funds to the same implementing partner (shared IP), HACT spot check is performed on all expenditures reported by the shared IP.  MICRO-ASSESSMENTS According to the UNDG Harmonized Approach to Cash Transfers (HACT) Framework, Micro assessment assesses the IP’s financial management capacity (i.e. accounting, procurement, reporting, internal controls, etc.) to determine the overall risk rating and assurance activities. The risk rating, along with other available information, is also taken into consideration when selecting the appropriate cash transfer modality for an IP, based on each agency’s business model.
