The purpose of this ToR is to engage a qualified e-learning technology company to:  Design and organize engaging and user-friendly online training modules using the content developed for the Integrated Maternal and Neonatal Care Guidelines, incorporating studio-equivalent voice-over recordings.  Design and lay out an interactive ESMOE skills package, including the integration of videos.  Ensure all online modules are developed to be compatible with Learning Management System specifications.  Implement online self-rated (multiple choice) assessments with automated scoring and mechanisms for pre- and post-tests for certification upon completion of modules and skills exercises.
