The overall objective is to sign a one-off contract with a qualified company to set up a Monitoring and Evaluation System (MES) to ensure the Mission’s 2025-2027 Strategy is effectively monitored and evaluated. In particular, the service provider shall develop a Monitoring and Evaluation Plan (MEP) based on review of the Mission’s logical framework (incl. KPIs ) and theory of change. Furthermore, the service provider shall provide a system that enables data collection and analysis to be implemented by the Mission independently (through e.g. manuals and trainings) in support of the MEP. Together, the MEP and Data Collection System will form a robust MES for the Mission’s use. The MEP shall also include practical guidance for identifying and disseminating best practices and lessons learned to strengthen the Mission’s monitoring and evaluation (M&E) culture and incorporate gender mainstreaming throughout in accordance with the OSCE Gender Action Plan.
