BACKGROUND Malaysia faces a growing burden of noncommunicable diseases (NCDs) driven by lifestyle-related risk factors such as unhealthy diets, physical inactivity, and tobacco use. These behaviours contribute to conditions like heart disease, diabetes, and colorectal cancer. Shifting public awareness and behaviour is critical to prevention and requires accessible, relatable health messages. To support this, the WHO Country Office in Malaysia is developing multilingual      digital content to promote healthier lifestyles and encourage behavioural change. This initiative aligns with WHO’s broader efforts to strengthen public health systems, improve health literacy, and advance universal health coverage. PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY Purpose of this APW is to support WHO Country Office in Malaysia’s ongoing strategic communication and health promotion efforts by contracting a supplier to produce high-quality social media content—including animated visuals and short videos—to enhance public awareness, encourage early cancer screening, and reduce stigma around various health conditions. DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT Output 1                              Produce monthly social media content packages (multilingual):            Deliverable 1.1                     Develop 5 designs per month, including: The 5 designs per month would need modifications with on-image text in four languages, total 20 files to be shared. The four languages would be English, Bahasa Malaysia, Mandarin and Tamil. Graphic design according to WHO visual identity guidelines. Format adaptation for 3 platforms: Instagram, Facebook and X (formerly Twitter), as required. Content for each visual will be mutually discussed and finalized by WHO on a monthly basis. Deliverable 1.2                  Provide platform-specific captions and suggested hashtags tailored to each language version. Deliverable 1.3                  Submit draft content to WHO for review, including up to two rounds of consolidated revisions per post. Deliverable 1.4                   Deliver final content including: Platform-ready visuals (.JPG or .PNG) Source design files (e.g., Canva, PSD, or AI) Text files with post copy in all four languages (.TXT Unicode/.doc or equivalent) Alternative text for each visual, if required. Output 2                              Produce four short, animated visuals for engagement (multilingual)         Deliverable 2.1                  Produce four animated visuals per month (e.g.       infographics, quotes, myth-busting facts): Each ≤15 seconds Separate versions in English, Bahasa Malaysia, Mandarin, and Tamil, including with  captions. Ensure compliance with WHO branding and accessibility standards: visible font size; High-contrast colour use; No strobing/flashing/looping animations.         Deliverable 2.2                  Submit draft content to WHO for review, including up to two rounds of                             consolidated revisions per visual.       Deliverable 2.3                  Submit both platform-ready formats (.MP4 or .GIF) and editable project files. Accessibility requirements (all outputs) All content must comply with WHO accessibility and inclusivity standards, including: Providing alternative text for all image-based content.  Including subtitles or captions for all videos and animated visuals.  Submitting transcripts for all video/audio content.  Ensuring high contrast, readable fonts and motion accessibility.  Using platform accessibility tools where available (e.g., Instagram alt text, auto-caption checkers) in addition to manual checks.  METHODS TO CARRY OUT THE ACTIVITY The vendor is expected to adopt a phased, collaborative approach: Planning & Coordination: Align with WHO Malaysia through kick-off meetings and a detailed work plan. Content Creation: Develop bilingual, accessible content aligned with WHO branding and accessibility guidelines (see Additional Information below). Production: Use professional equipment and software for high-quality video, photography, and design outputs. Digital Engagement: Optimize content for social media platforms and ensure real-time and post-event amplification. Review & Delivery: Submit drafts for feedback and deliver final assets in editable and high-resolution formats. QUALIFICATIONS & EXPERIENCE QUALIFICATIONS Essential: A registered institution, company, or organization in Malaysia. Team composition with university degree in videography, photography, communications, digital media or related fields. EXPERIENCE Essential: A minimum 2 years of experience in videography and video editing. Experience in post-production work, with a proven strong portfolio. Demonstrated knowledge of media production and communication. Proven experience in production of professional videos, preferably in the field of communication, health, emergency response and/or humanitarian contexts.  Desirable: Previous experience of working with WHO, MOH, other UN Agencies or INGO’s. Previous experience in developing BI communication materials and applying insights in practice. TECHNICAL SKILLS & KNOWLEDGE Excellent knowledge on strategic communications Excellent technical knowledge on videography, photography, and digital media Excellent communication and project management skills LANGUAGES Proficiency in English, Malay, Mandarin and Tamil is essential.   COMPETENCIES Teamwork Diplomacy Producing results Ensuring effective use of resources Respecting and promoting individual and cultural differences ADDITIONAL INFORMATION: 1. All content must comply with WHO branding and accessibility standards, including: High contrast colours and readable fonts (minimum 18px for digital readability) Subtitles or captions for all videos and animated content Alternative text for all images Avoidance of strobing, flashing, or looping animations that may affect users with photosensitivity Plain language usage for all copy Transcripts for all audio/video content Format adaptations for Instagram, Facebook, and X Content optimised for accessibility tools (e.g., alt text, Unicode text files, auto-caption checkers) 2. Contractor is expected to deliver a full repository of footage and edited photos as hi-resolution, raw files and files editable in Adobe Premiere or Adobe AfterEffects. 3. Location and schedule (date/time) of launch event will be decided by WCO Malaysia and are subject to change. The contractor is expected to provide all the equipment for photography and videography, including lighting as required.
