Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The international consultant is expected to examine the monitoring and evaluation framework of the project to ensure valid and impartial assessment of the project performance during midterm and final evaluations of the project and provide required information reporting and decision making. In addition, the assessment is also expected to examine the monitoring and evaluation capacity and gaps in the project and further provide recommendations for improving the monitoring and evaluation framework of the project. To this end, the consultant is expected to thoroughly review the monitoring and evaluation framework of the project, review relevant project documents, ILO guidelines on monitoring and evaluation as well as relevant literature on the subject and conduct key informant interviews with stakeholders. The consultant is expected to submit an inception report, draft evaluability reports which will be presented for validation and final evaluability report as detailed in the ToRs for the assignment. Please note that if travel is required for this assignment, the necessary travel costs will be covered by the ILO.
