The Council of Europe Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC) Unit was set up in 2014 to address human rights challenges identified in Recommendation CM/Rec(2010)5 of the Council of Europe’s Committee of Ministers to member states on measures to combat discrimination on grounds of sexual orientation or gender identity. In particular, it provides technical support and expertise to member States, through three cooperation projects aiming at improving the legal and institutional frameworks, building capacity of public authorities, the judiciary and law enforcement among others, promoting the sharing of good practices, and raising awareness. Specific themes range from Legal Gender Recognition, the recognition of same-sex couples; combating SOGIESC-based hate crime, hate speech and bullying, as well as multiple and intersectional discrimination (e.g. LBQ women, LGBTI asylum seekers and refugees, LGBTI persons deprived of their liberty; LGBTI youth). As of 2024, the SOGIESC Unit serves as the Secretariat of the Committee of Experts on Sexual Orientation, Gender Identity and Expression and Sex Characteristics (ADI-SOGIESC), a subordinate body to the Steering Committee on Anti-Discrimination, Diversity and Inclusion (CDADI), instructed to complete the following deliverables: 1. Draft Recommendation on the equality of rights of intersex persons 2. Comprehensive review of the implementation of Recommendation CM/Rec(2010)5 on measures to combat discrimination on grounds of sexual orientation or gender identity based on a new review methodology 3. Draft Council of Europe strategy for the equality of rights of LGBTI persons (2027-2032), based on the implementation review of Recommendation CM/Rec(2010)5 and, subject to its adoption, on the Recommendation on the equality of rights of intersex persons 4. Study on the risks and impediments to the full access to rights resulting from discrimination and violence on grounds of gender expression. 5. Review of thematic dimensions of Recommendation CM/Rec(2010)5. The Council of Europe is looking for a maximum of 65 providers (provided that enough tenderers meet the criteria indicated below, whereas the Providers may apply to one, several or all Lots) in order to support the implementation of the project with a particular expertise in the field of Sexual Orientation, Gender Identity or Expression and Sex Characteristics (SOGIESC). This Contract is currently estimated to cover up to 250 activities to be held by 15/03/2028. This estimate is for information only and shall not constitute any sort of contractual commitment on the part of the Council of Europe. The Contract may potentially represent a higher or lower number of activities, depending on the evolving needs of the Organisation. This Contract will primarily be used by the Sexual Orientation, Gender Identity and Expression, and Sex Characteristics Unit, within the regulations tied to the funds available. Based on needs, this Contract might be used also by other Units and Divisions within the Anti-discrimination Department in the Directorate General of Democracy and Human Dignity as well as other entities within the Council of Europe. For information purposes only, the total budget of the projects amount to 4,534,000 EUR and the total amount of the object of the present tender should in principle not exceed 600,000 EUR for the whole duration of the Framework Contract.
