WHO-Kanagawa Partnership on Healthy Ageing and Noncommunicable Diseases (NCDs) in the Western Pacific

ProcureProcess - WHO Others Non Governmental 2026-03-03 to 2026-04-02
WHO is seeking for a qualified, eligible and competent proposer for the  WHO-Kanagawa Partnership on Healthy Ageing and Noncommunicable Diseases (NCDs) in the Western Pacific Population ageing and the rising burden of noncommunicable diseases (NCDs) are reshaping health systems, economies, and societies across the Western Pacific Region. While many countries are experiencing rapid demographic transitions, the pace of ageing, the epidemiological profile of NCDs, and the capacity of health systems to respond vary widely, particularly between high-income settings and low- and middle-income countries (LMICs).   Despite growing global evidence on effective interventions for NCD prevention and healthy ageing, significant gaps remain in context-specific implementation, scalability, and policy uptake. Many proven or promising interventions fail to translate into routine practice due to limitations in health system readiness, financing, workforce capacity, governance, or community acceptability. These gaps are especially pronounced in LMICs and small island developing states in the Western Pacific. The WHO–Kanagawa Partnership on NCDs and Healthy Ageing in the Western Pacific was established through a strategic partnership between WHO Regional Office for the Western Pacific and Kanagawa Prefecture, Japan, to address these challenges. The Initiative draws on the experience of Japan as the world’s first super-aged society and seeks to share knowledge, experience, and context-appropriate approaches developed in super-aged settings to inform policies and programmes across the region. It focuses on applied research, innovation, and knowledge translation that directly support Member States in strengthening policies, programmes, and systems for NCD prevention and healthy ageing across the life course. Within this context, WHO is issuing this Request for Proposals (RFP) to support implementation-oriented research and evidence-to-policy activities that respond to clearly articulated policy and programme needs in the Region. Please use the subject line WHO Bid Reference WPRO/2026-03/DSI/292649 in all email submissions. Proposals must be submitted to [email protected] no later than 2 April 2026, 11PM, +8). Please refer to WHO's response to bid clarifications.
