It is anticipated that the International Criminal Court (ICC) located in The Hague, Netherlands, will shortly be issuing a solicitation for the provision of consultancy services to support the ICC with developing the requirements of and tendering the new maintenance contract for the ICC Headquarters Premises. In connection with the above, the ICC is inviting expression of interest from qualified firms. Service description The scope of the service agreement is the provision of consultancy services to support the ICC in developing a ‘fit for the market’ tender package for the new maintenance contract of the ICC Headquarters in The Hague and connect it with the technical and commercial evaluation, contract negotiations and award to the successful vendor. The Court moved into its new Headquarter Premises in 2015. The Court’s Headquarter Building has an overall useful space of 56,000 m2 and is equipped with state of the art installations. The building has an office part for 1,000 staff, three courtrooms including cell areas, a conference centre, staff and visitors restaurant, library and media centre, exhibition centre, warehouse, a mirror pond, parking space and extensive landscape. The building is divided into public, secured and highly secured areas. The ICC envisages that the consultancy will include but, is not limited to the following services: Analysis of the needs and expectations of the ICC for the new maintenance contract in combination with a gap analysis of the current contract (by end of June 2026); Development of the new maintenance contract strategy (by end of June 2026); Preparation of the Expression of Interest (by 04 September 2026) and the tender package (by 15 December 2026); Technical support throughout the tendering process and evaluation up to the contract award (since January 2027 and with awarding the contract by end 2027). The ICC is looking for a consultancy partner that is capable of providing the aforementioned services. The consultancy partner shall meet the following criteria to ensure that reports and advice will be provided from an experienced and objective position. Purpose of EOI The purpose of this EOI is informative as to the imminent launch of the Request of Proposal for this consultancy. The detailed scope of work will be given under the Request for Proposal document and the below criteria will be part of the technical evaluation of the Request of Proposal. Proven experience in building maintenance processes and with deep knowledge of capital replacement strategies (minimum of three reference projects and 7 years of proven experience) Proven expertise in developing tender documentation. Experience in providing consultancy services to an international and/or governmental and/or other public institution (minimum of three reference projects) Capacity and ability to provide the services efficiently and effectively in a timely manner; Qualified project manager and staff members Fluent English (written and spoken) of all team members. Experience in similar consulting services in the Dutch market will be considered as an asset. The vendors will then be requested to provide proof for the above criteria as part of the RFP with sufficient information such as phone numbers, names and job reference information to enable the ICC to contact the references should it be required. Vendors are invited to reply to the following questions if they wish to state their willingness to participate in the RFP. The RFP will be publicly available and no vendor will be excluded from participating in it unless they have explicitly stated they are unable or do not wish to participate. Confirmation that the required services can be performed within the envisaged timeframes. Confirmation that all team members will be able to communicate fluently in written and spoken English.
