As the interim Principal Recipient for the Sudan GF programs to be implemented from 1 January 2021 to 31 December 2025, UNDP is responsible for the financial and programmatic management and the procurement of health products for the Global Fund HIV, TB and COVID 19 grants to Sudan (the ‘Grants’) in coordination with the Federal Ministry of Health, national and technical partners for the achievement of programme results and the effective use of grant resources.  Access to medical oxygen is a critical component of an effective health system, particularly in the management of respiratory illnesses and critical care. In the context of the COVID-19 pandemic and its ongoing health system impacts, strengthening oxygen infrastructure has emerged as a global priority. In Sudan, the health system has faced persistent challenges in securing reliable oxygen supply, particularly in remote and underserved areas. To address this gap, the Global Fund, through the COVID-19 Response Mechanism (C19RM), has allocated resources to support civil and infrastructure projects, including the procurement, installation, and operationalization of Pressure Swing Adsorption (PSA) oxygen generation plants. As part of this initiative, four PSA oxygen plants will be installed at public hospitals in Kassala, Dongola, Rabak, and Al Managil. These facilities were strategically selected based on need, regional coverage, and their capacity to serve both the host hospitals and a network of surrounding satellite health facilities. To ensure the long-term functionality, sustainability, and effective integration of these plants into the local health system, there is a need to develop comprehensive, site-specific operational plans. These plans will provide detailed guidance on infrastructure readiness, human resource allocation, preventive maintenance, logistics, distribution, safety protocols, and coordination mechanisms at each site. They will also align with national standards and policies for oxygen management and contribute to broader health system strengthening objectives.  This consultancy will play a critical role in supporting the successful rollout and integration of PSA oxygen plants in Sudan by developing tailored operational plans that are responsive to the local context and enable continuity and resilience in medical oxygen supply. Proposal should be submitted directly in the portal no later than indicated deadline.Any request for clarification must be sent in writing via messaging functionality in the portal.
