Below is a summary of the work to be performed: The ILO is seeking an international consultant to develop a value proposition that showcases the ILO’s technical expertise and service offer to support African countries in managing digital transformation for skills development and decent job creation. The assignment involves a desk review of ILO interventions in selected African countries, a rapid analysis of comparable work by other development partners, and up to 40 remote key informant interviews with ILO staff and constituents – to be conducted in English and French. The consultant will produce a mapping report analysing ILO’s value addition, lessons learned, and recommendations for strengthening its work. A concise summary brief with convincing country examples and a presentation of key findings are also required. Strong research, analysis and drafting skills, demonstrated experience in digital transformation, and familiarity with skills and employment systems in Africa are essential. The work will be conducted remotely and requires high-quality, accessible deliverables in English.
