Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: • Develop an excel-based job-evaluation tool, initially targeted at enterprises with 100 or more wage employees with guidelines and capacity building material, aligned with the methodology outlined in the ILO Job Evaluation Guide (ILO, 2008). • Design and implement a wage-setting practices questionnaire (via direct interviews or online forms) to better understand the process from a sample from the 30-50. • Analyse the data collected through the wage-setting practice questionnaire to provide an analytical report on the structure of wages and wage determination process among large enterprises • Prepare and implement the pilot phase; • Support the organization of a workshop with social partners and representatives of all enterprises who might be subject to job-evaluations as result of their size • Visit HRD departments of enterprises requesting guidance on the tool, collecting data on perceptions to inform ILO and MLSP on potential issues and improvements for the Excel tool. • Support the public presentation of the final tool, including preparing materials for uploading the Excel-based tool and accompanying documentation on the website of the MLSP •Develop a proposal for the next stage, outlining how the tool can be expanded to smaller enterprises and how it can be integrated into Moldova’s national policies, development plans, and collective bargaining processes.
