Assignment Objective The primary objective of this consultancy is to provide high-level analytical and coordination support to the ILO’s Social Protection team and the SSC in advancing pension and social insurance reforms, while maintaining flexibility to respond to ad-hoc analytical and policy requests. In pursuit of this overarching vision on a reformed social security package, the exercise will support ILO, SSC and national partners in consolidating social security reforms priorities, documenting accumulated learnings on strategic reform areas, mapping reforms options and exploring reforms scenarios and strategies aimed at enhancing the adaptability and effectiveness of Jordan's social security system in the context of the broader social protection system. The proposed work shall include: Support to the development of a White Paper, including refining pension reform scenarios and costings, inputs into technical briefs, presentations and summary documentation Integration of related analytical work into the White Paper document, ensuring coherence with deeper analyses on short-term benefits, gender-responsive social protection, and distributional analyses. Support the write-up of a report on extension of coverage to self-employed workers, incorporating partner feedback and ensuring clear recommendations for SSC. Support to the technical design of a contribution subsidy mechanism Support technical coordination with key stakeholders, including SSC, ILO HQ and partners Respond to ILO or SSC ad hoc requests for analytical or policy inputs related to pension, STBs, gender, or subsidy design.
