The Improving Local Development to Increase the Resilience of Host Communities and Refugees in North Jordan (LED) Programme is funded by the European Union and implemented by UNDP. It supports EU priorities on decentralisation, inclusive economic growth, social cohesion, and resilience in areas hosting Syrian refugees. The Programme addresses a key challenge faced by local authorities: limited funding and delivery mechanisms to translate development plans into income-generating investments. LED focuses on Irbid and Ajloun governorates, where unemployment and population pressures—exacerbated by the Syrian refugee crisis and post-COVID economic slowdown—remain significant. Through Capital Investment Projects (CIPs) and targeted support to micro, small, and medium enterprises (MSMEs), the Programme stimulates local economic activity, encourages private-sector engagement, and creates sustainable employment opportunities for host communities and refugees. Sector selection under LED is evidence-based, prioritising labor-intensive sectors linked to local economic and cultural assets. Tourism and heritage-based activities are emphasised due to their strong employment potential and broad local economic impact. Within this framework, the Ajloun Agri-Tourism Route and the Umm Qais Development of High-Quality Tourism Assets are flagship interventions. Implemented in coordination with relevant line ministries and municipalities, these projects enhance tourism infrastructure, protect cultural heritage, and strengthen linkages between heritage sites, local businesses, and communities, while supporting MSMEs and public–private partnerships. A key element of this approach is the promotion of traditional embroidery and women-led cultural production as viable economic activities. By supporting women artisans through skills development, product design, storytelling, and access to tourism markets, particularly in Umm Qais. The Programme links cultural preservation with job creation, income generation, and social inclusion. Together, these interventions position Ajloun and Umm Qais as distinctive tourism destinations, offering authentic visitor experiences while maximizing economic, social, and cultural benefits for local communities.The selected consultant will deliver end-to-end production services for a high-quality, bilingual coffee table book documenting the cultural and natural heritage of Northern Jordan with primary focus on Irbid and Ajloun. The scope of work includes all technical and production processes required to convert approved reference materials, manuscript and visual assets into a digital-ready publication, in compliance with premium printing standards and is suitable for institutional use, visibility, and official dissemination. The assignment also includes the preparation of list of national and international publishers interested in publishing the coffee table book.
