Provide skills development support, improve access to finance through cash transfer and the establishment of SACCO to create decent employment opportunities for 200 returned migrants in Asela area, Oromia region. This term of reference is developed to select an implementing partner to: Provide Core skills training (Generate your Business (GYB), Start your Business (SYB) and Financial Education (FE)) life skills as well as Think.COOP training to 200 returned migrants in Asela area, Oromia region. The Think.COOP training will also be extended to 351 previously BRMM-supported beneficiaries (258 of whom are female) and 25 beneficiaries engaged in poultry value chain enterprises. Establish a returnee Saving and Credit Cooperative (SACCO) in Asela area, Oromia region for interested 200 returned migrants that have undergone the training and for previously BRMM supported 351 (258 female) beneficiaries as well as for 25 beneficiaries those engaged in poultry value chain enterprises in Assela town. Support 200 returned migrants in providing a cash transfer of USD150 equivalent in Ethiopian Birr (ETB 20,163.60) for each of the 200 returned migrants through their bank accounts. Provide gender relevant vocational and technical skills training for at least 50% of SIYB trained returned migrants to equip them with technical skills and knowledge to enhance their employability and enable them to secure sustainable wage employment or effectively manage or expand their businesses. Provide Business Development Services (BDS) for the 200 returned migrants, including development of business plan, guiding them on registering their business, business establishment, financial management, marketing their product or service, and facilitate access to finance through the SACCO or other means. Provide coaching and mentoring support for a period of 6 consecutive months to enhance business sustainability for the 200 returned migrants in Asela area, Oromia region. Facilitate self-employment for at least 70% of trained returned migrants.
